Question CPU AND GPU BOTH NOT GOING ABOVE 50%

The cpu and gpu neither run above 50% whilst gaming.
I don't know why this is happening.
My power supply is the Corsair RM750 Wattage

My ram is DDR4 16 GB DUAL CHANNEL 3200 MHZ CORSAIR VAGEANCE PRO
I don't know if I got the latest bios, would this matther much ? ( I'm quite new to pc gaming )
I upgraded this pc one time when I upgraded my motherboard and cpu then reinstalled windows and downloaded chipsets.
I have upgraded this week my gpu to rtx 2080 ti trio and uninstalled the old drivers with ddu and installed the new ones for the gpu.
To be honest from rtx 2060 to rtx 2080 ti i didn't notice much.. And I know I should get way higher FPS
