cpu and gpu help

Hello i recently purchased an r9280x msi grpahics card, however i have a bugging feeling that i am not getting the best out of it, as i think my frames per second are quite low at high setting when i think i should be getting reasonably high FPS if i played on ultra. I am really considering purchasing a new motherboard and CPU, as the CPU i have i now is a really noisy 4.2 ghz AMD fx4350. By reading up a bit i think this could be bottle necking my graphics card as although its got a high ghz speed its only a cheap processor at around £70. In a lot of games i get sudden drop in FPS and slight stutter for about second when playing for no reason. On next pay day im highly considering getting an intel i5 4670k. Will this give me a good rig paired with an MSI gaming 5 motherboard and 8GB of ram ?? Thanks guys. By the way i also have the latest drivers.

Yes, the 4670k will give you fps boosts in cpu intensive games
