Question CPU and GPU not even close to max usage when playing games

Hi guys, so I just upgraded my gpu and recently my cpu for val, but I have noticed that I might not be getting the best fps I can because my cpu and gpu or only ever peaking at 40% while playing. Does anyone know what could be the cause of this.

Ample cooling in my case

Yes I know, I am getting way more fps than needed but it kinda ticks me off that I can't get the most out of my parts when playing cuz I play at 300hz. Thanks for any help
 
It's because Valorant likely isn't that hard of a game to run on your system. It's like asking why Half-Life 2 or CS:GO isn't pegging your system to the max.

If you want a long winded explanation of this: games run on a limiter because it's the only way to solve two major problems:
  1. The game runs at the same speed regardless of hardware configuration
  2. Things like physics are predictable, because having a known fixed interval that's the same across systems ensures that physics is the same for everyone
In addition, the CPU is in charge of telling the GPU what to do. And usually there's only one or two threads that actually do this. There may be multiple threads that gather up the data, but there's only one thing that tells the GPU what to do to avoid contention.
