Question CPU and GPU usage on 100% while idle

Hi, today i wanted to play NFS Heat with my friend, but after 10min of gaming i noticed a fps drops to 28FPS sometimes, so i looked up to task manager and noticed a 100% usage on both thing, so i check malware via malwarebytes and windows malware scanner, then windows defender and its still on 100% usage, should i do clean instalation or is still a small chance to fix it?

What is this thing that's using the CPU and GPU? Can you post a picture of Task Manager in the Processes tab while this is happening?

In task manager only see usage, not what is runing on it, so i went to safe mode, reinstall drivers. Now is usage on GPU around 20% and on CPU 10% and what i can see there are 2 things using cpu on idle Desktop Windows manager and antimalware service executable this also use around 150mb of RAM

If you can see how much ram something is using you can also see what is using your cpu and by how much.
You need to get a screenshot of that or we can't help you.
Also the antimalware service is windows defender, it's ok. And the desktop windows manager is self explanatory and also ok.
