CPU and RAM loaded on 50% without running anything! Help!

Hello "experts", I have a simple but yet annoying question that bothers me for some time. My PC, particularly the RAM and the CPU itself get on 50% of their max power upon boot and stay like it, the cpu usage is always around 50% and 4gb out of 8 is used all the time, even if im not running anything. Im running windows 7 ultimate with the following pc specs: pentium g3260 2x3,3Ghz, gigabyte gt 730 2 gb ddr5 gpu, h81m-e33 military edition mobo, crucial 8 gb single channel ram and a 500W psu.
I had this problem for some while hoping it might be an update or something but it keeps at the same level all the time. When using just chrome the cpu is loaded with 60% of its max power even on just one tab. I checked malware/spyware shows nothing, in the cpu usage it shows that the task "svchost.exe" is using 50% of the cpu power if thats the case, and how to solve it? Any help?
 
Solution
I bet it's windows update causing that CPU usage. Stop windows update service and see if CPU usage drops.

Btw, im installing the KB3125574 rn, is it normal that it is taking so long for it (50 mins with just saying installing) or do i need to do something for it to speed up
 
leave it to see if any progress happens check task manager to see if it using cpu and memory if it is then it is doing the install if not id stop the wusa.svc in services reboot and start windows update again
