Cpu and ram problem.?

Hi just upgraded to an i7 4790 motherboard is a maximum iv also got 2x8gb sticks of ram. (also recently upgraded grphx to nvidia 970 gt )Manual says all us compatible so no problem there but when I put in new parts led on motherboard only lights up partially? And can't get gpu working. I have jus swapped old parts back and now gpu fans not turning on was wondering if this is a power supply issue as Iam running an 850v.
Any input would be great

Maybe the PSU have problem, what is your PSU? model?
