Question CPU and RAM red LED light on motherboard.

I just replaced the motherboard, CPU, RAM, and GPU in my computer. I already had the other parts so I kept them from my previous build. It’s also worth mentioning this is not my first build but I did pick the parts in sort of a hurry. CPU is Ryzen 5 3600X, ASRock X570 Phantom Gaming 4 is the mobo, RAM is Team T-Force Vulkan Z 16 gb (8x2) and GPU is MSI GeForce RTX Super. CPU looks fine, no bent pins or anything. Applied thermal grease. Everything plugged in and runs for about 15 seconds before it restarts itself. Tried reseating each RAM stick to no avail. Never posts, no beep. Any help would be appreciated!

Boot on 1 ram stick. Reseat the CPU.

Try clearing CMOS.

Already tried reseat CPU, also tried each stick in each slot individually for RAM. Haven’t tried CMOS reset. Will try tomorrow and update when I can, work from very early to pretty late. Thanks.

Problem ended up being faulty motherboard in case anyone reads this and wonders.
