No. Skylake CPU's are designed to use DDR4 memory. There are some motherboards that allow the use of low voltage DDR3L (1.35 volts or less) with Skylake but you should be using DDR4. Almost all DDR3 is 1.50 volts and can damage Skylake CPU's.
