CPU at 100% When Browsing Internet and Playing Sims 2 + New Computer Question

I installed a rainmeter that allows me to check my CPU usage. In the meantime of that I noticed that it goes to 100% doing basic task such as browsing the internet. It also does this when playing the Sims 2, which as far as I know my system meets the requirements. Is this normal?

In terms of the game, I have texture fixes installed. All expansion and stuff packs also installed.

My CPU is:

Intel(R) Pentium(R) G2020T @2,50GHz, 2500,MHz, 2 Core(s), 2 Logical Processor(s)

My other question is:

I plan on buying a brand new computer. Will it be able to handle the Sims 2 (all expansion and stuff packs)?

Processor Model - AMD E2-Series
System Memory (RAM) - 4 gigabytes
Graphics - AMD Radeon R2

Both computers (This one and the one I want to get.) are both Windows 10 PCs.
 
If you are buying a brand new computer, why would you buy such an old platform?

Look into either a Pentium G4600 or Ryzen 1200 if you are on a tight budget. Also get a t least 8 GB ram, 4 GB is not enough today for anything but internet browsing and email.
Also look into another GPU like GTX 1050 TI.
 
I don't know anything about the technical stuff about computers such as this, so I didn't know it was an older platform. :) I do believe the one with these specs just came out last year, but I could be wrong.

What computer would you recommend? I'm looking for good quality. Anything preferably under $1,000. I wouldn't be doing much outside of the internet and the Sims 2. I would also prefer an all-in-one. I don't like the ones with towers.

Don't know then as you are stuck at paying a premium for cheap parts with all in ones and pre-build systems.
Sims 2 is a very old game, but you should at least get a new platform. The AMD E2 is from like 2012 or so, so i doubt a new system with that came out last year.
Look for something with at least 8 GB RAM, a decent GTX 1050 GPU and either Intel Pentium Kaby Lake CPU or Ryzen 1200 or 1300 CPU.
 
So, what, all the all-in-one computers have old(er) specs in them? Recycled PC parts, per say?

As for the time that one came out, I was going by the time of the reviews. I doubted a computer would be up, especially for so cheap ($350) without people buying and reviewing asap and the latest review was last year.

I'll look around for a new computer with the ones you recommended - is iBuyPower a good brand? It's the other brand I've been looking at, as well. Revolt 2 or Revolt 2 Pro specifically.
 


Don't know as i have always built my own computers except the 2 laptops that i have owned.
Like i said, all pre-build always charge premium for cheap parts like cheap crap PSU, cheap mobo and cheap RAM.
