Question cpu at max frequency and usage

Guys my cpu(7700HQ) is stuck at 100%usage and max frequency even when nothing is opened...i downloaded this https://www.geeks3d.com/dl/show/10060 and merged the registry without creating a backup...please help and deleting the registry changes it created did not help

Back up your data wipe the drive and reinstall Windows. And don't install sketchy registry entries next time.

i have an msi laptop and it shows two options to reset pc:Reset this pc and restore msi factory settings which should i use

use Restore MSI Factory Settings. That should take you back to the start.
