Hello,
First of all i didn't meant to do overclock to my CPU 9900k, i have already installed from asus website intel extreme tuning utility but i didn't touch it but everything was working perfectly. After a while i downloaded ez utility to update my bios but i goes with Ai suite 3 when i installed those and updated bios when i logged back in i saw that the clocks was constantly at 4,7-5ghz and i tried everything to get them back to default and i can't there isn't any solution. Please help me fix that.

Solutions i've tried:
Uninstalling and clean registry for ai suite 3 and intel extreme tuning.
Cleaning CMOS and load bios to default.
tried the asus cleaner software to reset settings.

The specs. for the 9900K says 3.60 GHz up to 5.00 GHz / 16 MB Cache. That is because of Intel's Turbo Boost Tech. Consider this guy with a 7700K. It isn't apples and oranges because they both will boost their clocks past stock when needed.

BTW telling us you tried everything doesn't help but telling us specific troubleshooting steps you've taken does help.

shows where you can access Processor Management. That is where you can limit the max clock BUT why should you handicap your PC.

The oddity is that it doesn't downclock to 3.6GHz but that has many reasons connected to how many programs and their needs you have running which we don't know, so it may indeed be completely normal. There...

There is also Intel Thermal Velocity Boost which SOME processors have. That's not as well known as Turbo Boost..You might try running in safe mode and see how the CPU behaves. Are you using the task manager to monitor the speed?

Do you need superfetch with.....You didn't tell us your PC parts so I have to ask. Do you have an SSD or a M.2 drive? Try turning off Superfetch within Windows' Services. Superfetch is off on my PC because it wasn't helping at all but instead was slowing things down. Hold the Windows button and tap R. Type services.msc and click OK. http://www.blackviper.com/service-configurations/ is a good starting point for trimming the fat from your Services. If you do take Viper's advice make sure you know the why.
