CPU bad, something else is wrong maybe? Pleasehelp

My computer is unstable with the speed of my CPU and RAM running at default. On my first post it said amd athlon 2200+, fsb 266, 256 megs DDR pc2700. But my computer is really unstable, windows 2000 wouldnt load, win98 would after many errors, then games were unplayable.

In order for my comp to work I lowered my ratio from 133x12.5 to 123x13.5 to get like 1654mhz, 2000+ cpu. In which it lowered my FSB to like 246mhz and my memory to like 303mhz. It should be 266/333.

Is there some kind of update I need? Do I have faulty hardware? Any help would be appreciated.
 
You could try increasing the cpu vcore by .025 volts and the memory voltage by .1 volts. You didn't list your power supply. If possible, check your 12 volt and 5 volt readings in the bios hardware monitor. Should be 11.7-12.1 and 4.9-5.05.
