CPU benchmark really low

Just built a brand-new computer, using an i5-4440. Things seemed to be running a bit slow, so I benchmarked it and got this:

It almost looks like its almost running a single core.

I really noticed this today when playing some league of legends and had it badly lagging on me, which had never happened on my older computer. Any ideas on what's going on? I tried turning off speedstep, but that didn't help. BIOS is current, drivers are current, really out of ideas.
 
Your cpu mark score is really low as my 4460 getting around 6,500 compare to your 4440 1,897. Try resetting the bios into default setting. Disable the built in graphics within BIOS. Disable all power saving option inside BIOS. Try if it helps
 
Reset it to default settings, which then necessitated reinstalling windows 7. Still getting the same numbers. Is this likely to be a motherboard or CPU problem? Should I try to reinstall the BIOS? Should I try reinstalling the CPU? OR do I need to try to RMA one of the parts?
