Question CPU bottle neck?

Can an i5 7500 hand a rtx 2070, I’m looking to upgrade and I was wondering if I should get a better cpu first, or if my i5 7500 is good enough thanks.

Depends on the game. A lot of games will do okay, but a handful of popular titles will suffer from your 4C/4T CPU.

I have an i5 7500 with h170 mobo, 16 gb ddr4 ram (2400mhz) 600w psi, gtx 1060 6gb, 144 hz monitor

You should upgrade both CPU and GPU if you want to upgrade. Some games will benefit more from a GPU upgrade, while others will benefit more from a CPU upgrade. Wait for Ryzen 3000 to release in early July.
