CPU Bottleneck all of a sudden without reason

Hey guys,

so basically my sytem was doing fine until last week or so. I was able to run my favourite games stable at high framerates with an average low cpu use and high gpu use like you would expect it ( Overwatch was running at constant 250-300 fps on 1080p low). Now since last week something has changed that without me doing anything. As soon as i start any 3D application my CPU usage spikes up to constant 100% without reason. My GPU is completely bottlenecked and runs at 40-50% max. In games like Overwatch or BF1 i am constantly getting the bad connectivity symbol and the games feel a bit laggy and my shots are not connecting sometimes. I already checked for background programs to hurt the cpu but it is only the games that are taking like 90 percent of the cpu load. Minimizing the Witcher 3 and trying to maximize it again even caused my system to shut down. Both the gpu and cpu do not get thermal throttled and games use all 4 cores.

So here is what i already tried to fix this: installing old nvidia drivers, resetting both overclocks, reset bios, clean intstalation windows, set priorities to low and high, change compability mode, set max prerendered frames to 1, uninstall gpu and cpu in the device manager

My specs: i5 6600k OC to 4,2 Ghz, gtx 1070 oc, 16GB RAM, Win 10

If you can think of anything that causes this weird problem please let me know :)

(and please dont tell me that the games are just maximizing my cpu potential and that this is all fine, there is definetly a performance loss)

BF1 is notorious for 100% usage or close on i5's, as are other 8thread optimized games like Witcher 3 etc.
First thing I'd check is all your power settings, even. Bios. Windows 10 has a really nasty habit of ignoring your settings and reinstating stuff you specifically changed. I've had to turn off prefetcher and superfetch on my SSD 3x now, it gets reinstated on every decent sized windows upgrade.

I'd also do a full, custom, clean install of your video drivers, not express.

Go to mobo manufacturers website and dl/install any and all new Lan, USB, audio drivers, windows seems to have date code issues with older drivers creating anything from lag, high cpu usage, green screens, pink screens, missing drives and other stupidity..

unfortunately not. i already checked all background programs and it is the game that takes up 90-95% load
 
What are the cpu temps during gaming according to HWMonitor?

If you run a Defender scan, does task manager/performance show clock speed jump to max( in normal/Balanced mode), or, show at 4.2 GHz? (Being an I5, I would already have expected the CPU usage to be near 100% at 1080P in games anyway, but, with the high frame rates...)
 


Got a score of 677, should be fine. I am running my OC stable for over a year now and never had issues. I suspect a windows driver fuckup, since this occured never before.
 


temps are not exceeding 55c while gaming under full load. the cpu always runs at 4.2 ghz without any issues
 


there have been some but since i just clean installed windows its pretty hard to get to the old version right ?
 
I'm having almost exactly the same issue as the OP, same CPU and everything in fact.i benched the CPU on Userbench and CPUZ and everything came back normal. and the temps are perfectly fine rarely breaking 60. But my CPU gets destroyed in gaming, the usage is constantly hovering around 100% and in cpu intensive games like Battlefield 1 the performance loss is large.
