CPU Bottleneck on Rainbow Six Siege

I have played R6 before, and I did a format on my drive and it didn't save the settings I had and now it runs very badly. Here are my specs:
CPU: i3 6100
GPU: GTX 970 4GB
RAM: 16GB DDR4
I can't seem to get the CPU below 100% usage. It runs pretty good but there is fps drops constantly and runs very shaky, and whenever someone comes on the screen it drops. Let me know if you can help or I can give you any other info, thank you!

You could stand to turn the texture quality down. The 970s are good cards, but they aren't workhorses like the 980tis. So the next question is, have you double checked your driver software? If it's up to date, try uninstalling it, then reinstalling it. Then, run something like Heaven benchmark and see what your GPU does when you run it.

Running the benchmark will give you an idea of how your GPU is performing, so if there's an issue with the card/drivers, it'll become evident there. If there's no issue with the benchmark, but there are issues with the game, try repairing the game through steam. If that doesn't work, reinstall it.

Solution


I updated my GPU's drivers and ran Heaven benchmark and I got a score of 2911 and a min fps of 9, I noticed at the end of the benchmark it started to stutter a lot.
 
Looks like it ended up being the chipset driver, I turned it back up to Very High quality because my gpu was only being used at around 50 - 60% and now it still has 100% cpu usage but there is no stuttering or massive fps loss. Thank you!
