CPU Bottlenecks in Witcher 3

I recently bought a new GPU in order to play Witcher 3 but stupidly forgot that the CPU could bottleneck my performance. I tried running Witcher 3 and, even on the lowest of settings, there would be FPS drops whenever I jumped or went into combat. My CPU Usage would also shoot up to nearly 100%. Is there anything I can do at this point to remedy this and if there isn't what CPU would you guys recommend that isn't too expensive, but is able to run Witcher 3 at decent settings.
CPU: i5-3570K
GPU: Asus Strix GTX 1070
RAM: 8 GB
OS: Windows 10

You may have a problem elsewhere. You may want to check how much you have running in the background eating away at your system resources.

Sounds like your CPU is underclocking, check temperatures and other processes.

I restarted my computer and it seems to work completely fine now on Ultra, thank you so much for the help.
