cpu clock speed keeps fluctuating when it shouldnt help

hi im having an issue that i discovered when i went to play gta 5 the other day i noticed that while when i started it up and for the first few minutes it would run at a butter smooth rate of 70 fps while part of the problem did get solved [vram memory leakage] it did lead to finding another issue of my clock speeds keep dropping down to 800 mhz on my i5 4670k, i have taken some steps to find what is causing it [checked the temperatures [has no correlations] and reset the bios back to stock] but its still happening [ at this very moment while i type this it keeps bouncing from 3400 to 800 and back in cpu-z] anyone know what could be causing this and what else i might do to fix it
 
Solution
If you want your CPU to run at max speed:
1) Go into the BIOS and disable "EIST" (Enhanced Intel Speed Step)
2) Go into your Windows Power Options and set to High Performance (NOT Balanced).

When you see your clock speeds go down and back up that is your cores idling. If you have a second monitor run CPU-Z and HwMonitor while playing and your cores should stay at the maximum amount, monitor your voltages and temperatures to see if any of your hardware is getting too hot.

oh sorry if i wasnt clear enough but this happens in game also on top of that i have been monitoring the temperatures and they arent climbing above idle temperatures by more than 5c, this was brought to my attention while trying to troubleshoot gta 5 with help from evga tech support and they brought up that in the 3dmark test results that the cpu was reading at 800 mhz
