CPU Clock Speed Lowering While In Game?

Hello,

I've had this PC for a long time and I built it myself. A few weeks ago, my SSD died and I had to reinstall windows 10 on my HDD after a wipe/fresh install. I have 2 monitors and normally, I can play 2 games on both monitors at once without issue (such as having RuneScape on my second monitor and a Steam game on my first).

For the last couple weeks (after the fresh install), I've had a constant+ 140 fps in both games but the last couple days, I've noticed the fps on my main monitor is dropping to 20~ and staying there. Also, the fps will be how it normally is (140~) when I first load the game, but after 5 minutes of playing, it'll drop down to 20~ fps and won't go back up. It seems to happen in most of the games I've tested. I checked task manager and I noticed my CPU was running at 0.79 Ghz instead of 4.4 Ghz which is what it normally runs at. And when I'm at 140 fps, it's running how it normally should.

EVGA SuperNova 750 B1 Semi Modular
16 GB ddr3
WD Caviar Black 1TB
Asus vg284qe 144hz

HWMonitor says my max CPU temp is 54. The voltage goes down to 0.840 when my frames drop and it's normally at 1.240. Core clock also lowers to 801 MHz and it's normally at 4414 MHz. All other temperatures on hardware are fine.

I've checked power options and made sure it's set to high performance. I also made sure the min/max processor power is 100%. Also made sure power management mode in Nvidia control panel was set to maximum performance. Not sure why it worked fine for so long but now it's starting to act up... I also have Game Boost enabled in the bios... I will try disabling that. Should I try overclocking with Afterburner?

Edit: Seems to be working as intended right now (haven't disabled game/turbo boost yet). Will edit if it acts up again.
Edit: Worked for about an hour, now it's doing it again.
