Question CPU clock speed

Hello, I've got a Ryzen 5 1600 AF model, I notice my CPU clock speed is 3,35Ghz while gaiming, but i think it should be 3,6Ghz boost clock, in the past CPU reached boost clock, but now it doesn't, i doubt it's a tempature not very good, but i think not bad it stays about 70 degrees or above a little while gaiming. Any sugestions what could it be? I ran the Cinebench 24 test the clock speed was the same as gaiming. Sometimes while just doing tasks CPU reaches the 3,6Ghz for a little. So what it could be that it doesn't reach max boost clock?

Single core boost speed is 3.6 all core boost speed is 3.4.
