Question CPU Clocks down without throttling.

I have an Intel Pentium N4200 it can run at 2.40ghz max, but it clocks down to 1.70ghz while gaming at 65C. If i Alt-Tab and open task manager(its still 65C BTW) it INSTANTLY jumps to 2.40GHZ, if i Alt-Tab back into the game it clocks down to 1.70ghz. BUT if i wait for a few(5-10+) seconds Alt-Tab back into the game it runs at 2.40ghz giving me about 5-20 fps boost depending on the game.I have a laptop and my bios is locked. I KNOW this cpu and its igpu isnt for gaming but i have a dedicated gpu which makes gaming possible. I dont know what the problem is but there is literally no throttling. Before Alt-Tab and after Alt-Tab is just 65C.
 
Okay so i decided to watch a video and see what would cpu do, and it clocked down at 50C! The problem is it clocks down when cpu usage is at 100%. Which is wierd since it should do the opposite to give more performance. This is some wierd shit. I have been trying with different MMCSS registery tweaks but it doesnt seem like it has anything to do with priority, or it does and i havent found the right tweak. Im aware of a tweak for apollo lake processors to increase the TDP to 10w but it does nothing. I can reduce it to 3 wats and it clocks down insanely but increasing it more than 6 just doesnt make any difference. Its wierd but i shall fix this.
