CPU consuming more power after installing graphics card. And wake on LAN.

I am running a htpc, i3 7100, ddr4 8 gigs. I recently installed a graphic card from old system gtx650.
Before htpc used to consume package power of only 2 Watts on idle measured on Intel power gadget and hwinfo. After installing gpu it increased to 6 Watts. I've noticed system interrupts process running this wasn't there before installing gpu.

Also wake on LAN works only sometimes like half an hour after system shutdown. If I try WOL next morning it doesn't work. Any ideas?

I've removed the graphic card and package power instantly dropped down to less than 1watt when idling. Why would installing graphics card increase CPU package power?
