CPU Cooler and Motherboard Standoffs

So I'm going to buy a CPU radiator cooler which uses a bracket underneath the motherboard and a standoff on each corner of the bracket. My case didn't come pre-installed with standoffs for the motherboard but each corner has a slight bump which raised the motherboard anyway so the standoffs weren't necessary. In my screws bag which came with my computer, there were only 3 standoffs supplied. Is this the correct number or is there one missing? I believe I will need to buy another standoff so I can properly fit my radiator.

Those standoffs install to the case and have nothing to do with the cooler.

Then how do the screw in coolers attach to the motherboard, it would just fall off it it isn't a push clip on one won't it?

The CPU cooler comes with all needed backplates/brackets and raisers.

Standoffs = raisers.

The reason for the slightly confusing question is because my old parent's computer has raisers which looked exactly like standoffs. I had a look inside the case to check out the cooler and that is what I saw.
