Question CPU cooler fan restarting again and again

i have this weird problem with CPU cooling fan. it randomly restarts again and again, even using light applications like browsing and youtubing. other than that, the computer is functioning normally.
can anyone tell me whats wrong with the CPU cooler fan ?
keep in mind that i already cleaned the system from dust a week ago.

The whole cooler or just the fan ?

Depends on the cooler. It never hurts to go bigger, and the price people ask for some fans isn't much less than a decent cooler sometimes. If it's. $90 Noctua, then no, just the fan, but if it's an old Intel stock cooler, then a new cooler entirely will not only perform better but be a whole heap quieter. Either way, the fan gets replaced.
