CPU cooler for i5 7500

Hello

I built a PC for gaming about 2 years ago whit an i5 7500 as CPU and use the stock intel cpu cooler. I want a more silent cooler now when i took the pc from the floor up on my desk.
Its overclocked to 3.8 ghz btw and would love to have a cooler that is silent and powerful enough so that it doesn't start to down-clock after hitting 65C like it does whit the intel cooler. And i wonder why it does that, some ppl get their cpus to 80C+?? My temp record is 72C and it had been downclocked from 3.8 to 3.6 ghz.
 
Solution
The Cryorig H7 is a great budget cooler and will be more then powerful enough to keep that 7500 well under the thermal limit without having to lower the clockspeed. Also anything under 80C for extended periods of time is plenty safe for Intel CPU's, they can go a bit higher in rare spurts and the system (by default) will shut down if the temp gets dangerously high.
