Question CPU Cooler light stays on after shutdown ?

My CPU cooler is the DeepCool LT720, My motherboard is the Aorus B450 Pro WiFi. When I shut down my PC, the RGB on the cooler turns off, but the white light, and lit up logo on the cooler stays on. I even disabled the setting in bios that literally states "Leave LEDS on after pc shutdown" and it still stays on. I also have it set to fully shut down every time (fast boot off). Why is the light not turning off?

Does your PC actually shutdown or does it go to sleep? Usually if it goes to sleep some lights remain on.
