CPU Cooler not spinning

Hi, at first I want to say, I'm no expert on this matter, so explaining it could be kind of difficult for me so bear with me.

I recently upgraded my cooler on my PC by buying a new CPU Cooler and Case. The Cooler being a Noctua NH-U12S and case the Phanteks Enthoo Pro.

Now I've hit a little problem. When I first installed both case fans and CPU fan on my PC. Neither of the fans would spin. I installed them on my MSI Bazooka B150M board, the CPU cooler in the CPUFAN1 and the case fans in the SYSFAN2 and neither the case fans or the CPU cooler would spin.

I managed to fix the case fans by plugging the 4pin connector into the CPUFAN1. And my CPU cooler connector I put into the 3pin connector on the small hub that the Phanteks Enthoo Pro. This has sort of fixed the problem, but not really, whenever I turn on my PC all fans spin, however my CPU fan stops spinning at a certain time. Making my PC run unnecessarily hot at times, when not needed.

I was wondering if I had connected my 4pin connectors correctly, or if I should do it different. And say, I've connected my 4pins correctly, is there any program that I need or can I control my fan through the BIOS of my MOBO?

Make sure your CPU fan is connected to CPUFAN1 as it's PWM controlled and will adjust the RPM depending on temps.
 

The problem that occurs then, which I forgot to mention, is that on CPUFAN1 my CPU Fan doesn't spin at all.
