CPU cooler seems stuck on full blast.

Hey community people, long time lurker here, first post, couldn't find anyone with the same issue exactly.

I bought my mobo / cpu / cooler all in one from someone used at a great price. Guy had a i7 2600k oced to 4.8 which after a month or so I realized was not really something I needed and worried about the CPU heat while playing games I decided to remove the OC settings by resetting to default in the bi-os (maximus iv extreme-z motherboard)

Everything went great, CPU temps dropped right down, system seems to be working just fine still. Still hitting roughly the same FPS I was in games previously and I'm happy with that.

Only problem now (and maybe it's not a problem?) Is that the CPU liquid cooler ( Corsair h110 ) is stuck on full blast. Not a big deal, I am fine with the hum of the fan if that's all it is. My worry is that I'm reading something wrong? Maybe the temperatures are high or something is set wrong forcing the fan on all the time?

I see cputin showing 60c always though from my understanding with hwmonitor this is pretty normal though and it might be a bit buggy.

So maybe I've just gotta change something somewhere or maybe I can just leave the cooler on full 24//7? Or will that ruin it?
