CPU Cooler

Are there cold pad coolers for CPUs. If you dont know what im talking about ill explain. Its the same thing as a heat pad. Putting electricity through it will cause it heat up or cool down. They use them for pet heating as well has heating and cool in different industries.

What I want to know is why have I never seen one for a CPU??

i think your talking about a peltier. they have been around a long time but they dont get used alot cause they are difficult to implement and have a high risk of water damage from condensation.
