I am putting together a AMD 64.I purchased a no OEM with the fan and
CPU. Years ago they had out a device you could change the 40mm fan on
the cooler with an 80 mm slower and quieter fan. Is this still being
done and if yes what is being used.

Yup you can certainly get acrylic 80mm to 60mm fans, and a range of other
sizes too, try any good OC'ing shop (specify you country and im sure we can
get some recommendations for you). Are you sure the new fan is 40mm, that
seems awfully small!

Add "adapter" after the 80 to 60mm fans....

I am in the USA. Thank you for replying. In the past I did know
of some OC'ing websites. I don't know of any now.

It is still being done with the same type of funnels. Search Google for
"80mm fan funnel" or "120mm fan funnel".
