CPU Cooling /Noise

Hey guys, so for a while my PC has been very loud when my side panels are on, but quiets down specifically when I take the side panel. When I bought my pc about a year back, and being an idiot I bought a pre built off Amazon.

CPU - AMD A8 - 6600k
GPU - MSI R9 270 2GB
Stock Cooler
Case - Cit Vantage gaming case

I bought the gpu my self a few moths ago feeling the APU performance was terrible in games.
It was only after I installed the GPU my pc started to get pretty dam loud, listening close to the case it was the bigger fan by the heatsink. I've checked the temperature of both my CPU and Gpu and they both sit at around 20 - 30 C when browsing the web, and around 40 C.

First I as planning on getting a new case to stop the loudness, then I thought maybe it could be my heatsink? or maybe it's because I havent cleaned my heatsink since ive had it? How do clean it properly?




 
The stock cooler will be the problems. Stock AMD CPU coolers are extremely loud. Realistically the case isn't a problem in this situation, you probably won't see a difference unless you purchase one with special sound dampening material.

The latter is near silent, however the 212 will be significantly more quiet.
 
to clean EVERYTHING properly i would take EVERTHING apart and by 2 cans compressed air @ walmart and just dust the fans off and motherboard, graphics card, wip cables down. grab some bounty to clean the inside of the case and old tooth brush (not wet) for nooks and cranys. i would take a Picture first so you know how everything goes back together. and literally take everything apart and out of the case and back in. all you need is a phillip screwdriver and some time. you can also rewire the cabling so it gets better airflow and tighten all the screws down when putting back together (hand tight). you can also use the time to apply new thermal paste to the CPU if you have any. and the system will run much better after that, be sure to ground yourself and put stuff on cardboard boxes or wood, glass something like that for static purposes.
 
i do not agree, listing to a gucked up mashin vs a clean one sounds alot difrent in my ears+ it the dust on the fan is causing it to woble then cleanning it will illveate that, however i have no doubt a better fane than stock should have been put on there in the first place but i think he knows that already so im not adding insult to injurry and i think you are also wrong those noctuas are quiter than the 212evo's; however, it my not fit his board but on the other hand the evo my be to tall to fit his case. if he wants a good quite fan for his AMD mobo that will fit guaranteed the he should the rock from be quite http://www.newegg.com/Product/Product.aspx?Item=9SIA68V2326642
the thing is basicly silenlen and futere proof and dust proof. it alos dosnet have the pips sticking out like the eveo dos therefor has a lower profile. @ only 34$.
 


It is still an out of the box cooler, which is the main problem. Cleaning it may give a slight decrease in noise, but it will still be in the same decibel range. I don't, nor do I know anyone, who has experience with the cooler from be quiet, SO i still have to recommend the cooler master. The clearance of the copper heat pipes is redundant, There is nothing for it to be in the way of, if there was, it's merely a difference of a centimeter.
