Question Cpu cooling really unstable

Few days ago i got a new cpu and cooler and installing went ok i think. now i am looking at my cpu temps and its horribly unstabble. At idle it jumps from 35 celsius to 45 celsius and sometimes even to 60 celsius its on game boost from the motherboard option. At full load its getting max 86 celsius not a fan of this temp either to be honest. all fans are on max speed and i am reading those temps with open hardware monitor and amd ryzen master. The temps really jump all over the place.

Spec:
msi x470 gaming pro
Geforce rtx 2060
Amd ryzen 7 3700x Noctua nh-d15 2 fans
16GB Ram 3600
750 W psu

turn off game boost and see what happens, from what I understand it will create excessive heat from too much voltage

Still getting the same numbers and still jumping around like crazy. Game boost turning off didnt help.
