CPU core speed changed

i bought a PC off a store on eBay 2 months ago. and when i got it my CPU core speed was 4.3 MHz. and now its only 3.3 MHz i think i might have did something when i was installing a graphics card (AMD Radeon R7 370 Series)

here is the info on the CPU, is there anyway i can change it back up to 4.3 MHz

would you be able to tell me how to do that?. when it was posted to me it was at 4.2GHz not 4.3GHz. but when i was installing my new GPU i must have did something to the bios and changed it back. and what does its mean by this "AMD A8-7650K Radeon R7, 10 Compute Cores 4C+6G" does that mean i have a dual processor?
