[SOLVED] CPU core voltage and performance throttling

Hello. I am not super computer savvy, this is my first rig so bear with me please.

I recently purchased this computer and have been using it for about a month with no issues, playing mostly League of Legends and Apex Legends. I was easily getting 240 FPS in LoL. Suddenly about a week ago, whenever I try to load in to a game, my FPS goes down to as low as 20 and never higher than 60. This is happening in every game I've tried. I have drilled this down to two problems. Whenever a game starts to load in (it seems to be fine in game lobbies) the CPU performance drops from 4900MHz down to 800MHz. I believe this is caused by a power supply issue, as the Core Voltage also drops from 1.26V down to 0.8V.

My question is, how do I control power supply throttling? I have tried doing it through the registry editor but file for Power Throttling does not exist. (timestamp 0:54 in this video) it's simply not there.

p.s. I've been in contact with their customer service and they want me to send it in. If it's something I can fix on my own, I'd rather not be without a rig for 2+ weeks.

are you able to take a picture of the PSU, where the amps and volts section is ?
 
Yeah thats good. Power supply is pushing out as much as it says. the reason i asked for this is because some buy PSU's and dont realize that it is in fact less than what is advertised, but you are good here. Do you regularly restart your computer? Can you do a task manager check .. Task Manager>Performance> Open Resource Monitor>Memory. Check where it says Free Space is it almost 0?
 
Free space is 3170MB. I turn off my computer every night.

I downloaded core temp, and it seems that on idle the core temps seem to jump around quite a bit from 36 to 48, like back and forth.

When i load into a game and the issue occurs, the temps level out around 46, and don't jump around like they did when it was idle. then they climb at around 2-3 degrees per minute as the game is being played. It got to about 54 before I stopped.

It's normal for vcore to drop when the clocks drop.
The temps you are stating are they with the game, or whatever, running at 800Mhz because then they are pretty much useless.

Go to windows power usage and make sure it is set to performance,this should tell it to stay at max clocks always,if your temps are getting too high it will still downclock though.
