I have MCE enabled on my pc with a 9900k on an asus z390-e. The idle temps are about 45 degrees Celsius on average. I know this is a bit high but the load temps only get up to the mid 60’s. Will this high idle temp damage my cpu?

Idle temps generally are irrelevant, they are just an indicator. Your CPU doesn't care if it's under load or not in this sense, just that you don't breach temperature limits that are dangerous to it.

Keep it below 90 degrees and you're fine. Keep it below 80 degrees and you are in ideal state!
