Just built a new computer specs are:
5700x3d
arctic freezer 3
msi b550 tomahawk
3600mhz cl14 32gb
rtx 4070ti super
1000 rm1000e psu
antec c5

The issue I have is that the cpu debug light is on with both ramstick in (a2 and b2) but when I have one ramstick in a2 the pc post into bios. I have used these ram sticks in another pc and it worked. Can someone please help me figure out why it works with one ram stick in?

Solution
"So boot into windows with the ram slot is A2 then put the other stick in?"

Yes -IF that is what the Motherboard's User Guide/Manual instructs.

This motherboard (do verify that I found the applicable User Manual)?

https://download-2.msi.com/archive/mnu_exe/mb/MAGB550TOMAHAWKMAXWIFI.pdf

Note: for the record avoid "manual" websites. Some are fake and will trigger warnings.

Go directly to to the manufacturer's websites but you still need to be careful. Just because any given manufacturer's name appears in the link does not necessarily mean that the website is truely that of the manufacturer.

Provided that the manual I linked is correct then yes - the Motherboard does require that DIMM_A2 needs to be first...
One thing that can be quickly checked is the Motherboard's User Guide/Manual.

Some motherboards require that the first physically installed RAM be placed in a specific slot - typically DIMM_A2.

Likely lost somewhere in the fine print......

Ensure that the installed RAM is 1) supported, and 2) correctly configured.

Mobo website does not show the ram on there. The ram website does say it in supported not sure who to trust. These sticks worked on a b450 board fine.

Reference physically numbered Page 16.

Check all 8 "Important" bullets.

Failing that, then re-read/review the entire manual to doublecheck all that has been done.

Pay attention to all fine print, warnings, etc.. Go online when noted to obtain updated details.
