CPU Fan 2 Idling at 4200rpm

I recently purchased an Intel I7-7700k, and kept all me previous parts from my old computer. Currently I have an MSI Z170A Gaming Pro Carbon motherboard, an Asus ROG Strix GTX 1080, 16 GB of Kingston Hyper X Fury Ram, a 500GB Samsung 850 Evo SSD, a 3TB Seagate HDD and a Corsair H60 as my cpu cooler. So with the fan speed so high, i also get high cpu temperatures at points (in more cpu intensive games). i tried reinstalling the cpu and putting new paste, i've tried playing around with the fan setting in BIOS and have also tried using Silent modes and things like that. So being that i;ve jsut bought this processor, im afraid that i might break it or something. Does anyone have an idea of whats going on?

Is the bios set to control it automatically or normally ? 75% speed is usually best.
You might want to go by msi website look up your board and grab the software that controls the fan settings.
4200rpm is too extreme, maybe 2000rpm which at best but above is too much.
