cpu fan and SMPS fan not working when I plug in atx12v

Actually I assembled my motherboard
Everything is okay..

But I press switch on the cpu
The SMPS fan and cpu fan runs 2seconds after its stop..

When I plug out 12v ATX 4pin cable
Even two fans are running but no display..

Please am not well in it
Step by step I learning

Processor core 2 duo 2.93Ghz


My problem last night I install windows 8 os,After restarting stuck at
AMI screen with USB initialisation done..

Again I restart the system manually
It also stuck.
Keyboard not working.
How to I go to boot menu?
Please help me
