CPU fan makes noice while temperature is low

I have Scythe Shuriken Rev.B cooler about 9 months old. When i turn on my pc it starts making noise (the noise is similar to a idle, well working car engine). I cleaned it, tried to let it run without a case and nothing helped. Then i tried to plug it to other 4pin fan slot (not cpu fan slot) and it worked fine, but the pc won't turn on because it did not detect cpu cooler. When the pc gets hotter it gradualy looses the sound. I tried pumping up it's fan speed to 100% from the start, the sound still stays, but is much more quiet. Could it be that the mother board (ASUS Z170I PRO GAMING) cpu pin slot malfunctions or is it something with the cooler? I don't have any spare cooler to test my theories so i hope maybe anyone in here had similar problem. Thanks!
 
Solution
So, i removed the fan from CPU and turns out that there were some dust that were blocking the fan. But that is only one side of the problem because the fan motor malfunctioned too and has only halve of it's speed now. It works and without noise but not as efficiently. So yeh, CPU fan should be cleared every few months i guess (hard in a mini case 😀)


I don't. I think i will get one to try if it works with new one. But how is it that only while the fan is running below 50-60% makes the noice?
 


(Facepalm) I didn't check how case fans work in cpu slot... I will get a new fan for cpu and try it on and in the mean time will try to plug case fan to cpu slot and see what happens.
