Question Cpu fan making loud noise

Hi there so when i start up the pc fans normal everything’s normal but when i start up a game, cpu fan just goes to max rpm makes a loud noise for about 3 sec and goes to silent again and after 3 seconds of normal spinning it revs up again to max rpm for another 3 seconds. Keeps on going on and on until i restart my pc. Im just using my intel cpu fan with heatsink on a LGA 1156 board

It's stock cooler? I advice to temperature monitoring. Maybe it heat too much, and restarting. Reapply thermal paste, and clean dust. If not helps, try aftermarket cooler. Also what cpu, mobo you use? Maybe it's not cpu, or gpu?

Im pretty sure its the cpu fan cause i faced to faced with it. Seems like the thermal paste is all dried up and it doesnt look good too.

Get a better cpu cooler. Intel stock cooler is inferior to any other cooler with heatpipes.
Not too expensive options - CM Hyper 212 evo, Deepcool Gammax 400.
