cpu fan not spinning?

CPU intel xeon e3 1231 v3 with stock cooler. The cooler doesn't spin but after checking the cpu with msi afterburner temperature it is on the minimum of 45c. Is this why it doesnt spin as its on the minimum.

Its a big case, xpredator with fan speed control. The stock cpu fan is plugged in to the mobo in the correct place.


I could be worrying over nothing but thought it best to ask.

all sorted.. it was spinning all the time..should have gone to spec savers
