CPU Fan over 4000 RPM when simply browsing a website, and much more when gaming.

When I am simply browsing the net I am getting these ridiculous RPM on my CPU fan. The fan is the stock one, the one that I got when buying the CPU.

Also I wanted to mention this is at Balanced Power Option which is set to

Processor power management
Minimum Processor state
5%
System cooling policy
Active
Maximum Power State
80%

And this picture is demonstrating while playing Dead Island Riptide.. very cpu heavy game for some odd reason.

So this time its Power Option is set on High performance
So everything is on 100 % + the System cooling policy at Active

So I am asking why is it like that.

I have also recently applied thermal paste (Arctic Silver 5) + cleaned out the CPU Fan.. So I don't know what I should do.

Then you have a problem. Even my laptop CPU rarely gets to 58c.
Normal desktop CPUs should be below 60-65c. 58 is tolerable but it is understandable why the fan is running on high.

 
I don't have any hardware fan control nor software.
Its quite loud 6000 RPM when playing a game.. so it gets annoying. The only way I controlled is by the use of power options balanced or high performance to lower down the CPU power.. but obviously the game gets laggier.
 


i said it goes to 70 on peak (video encoding)....during gaming its on about 60
 


CPU temps depend on several factors, most importantly ambient room temps. 58C while playing is perfectly within the normal range of temps (though slightly on the higher end of the range, nothing to worry about though). If the fan noise is bothering you try getting a fan control software that is compatible with your motherboard and setting your fan profile to a less aggressive one.
 


Monitor your temps with your new profile. If while you are gaming, they constantly touch 80C, then you have reason to worry. Anything below 75C(under load) is safe.

P.S. Like i said cpu/gpu temps depend on many factors, your ambient room temp, your cases air flow etc. While a lot of ppl will report idle temps of 25C and load temps of 55C etc not everyone can achieve those. As a general rule as long as your cpu doesnt cross 75C regularly while under load, youre fine.
 
Alright I understand. I'll monitor it and if its more than 75 degrees then I should more likely get a new CPU fan.

If that was to happen, could you recommend me one? I live in UK, and if I ever needed one it would have to be relatively cheap and good one. Which one would be the one?
 
Coolers from coolermaster and noctua are pretty good. Just pick one which is compatible with your cpu. I prefer noctua myself but if youre using the stock cooler then any after market cooler will be a big step up, both in cooling and noise efficiency.
