CPU fan problem

My friend and I are making a PC build that consists of:

I5-6600k CPU
Gigabyte G1 GTX 1060 6GB GPU
MSI Z170 plus mobo
8GB Corsair VenganceLPX DDR4-2400 RAM
CXM 550 PSU
Cooler Master Hyper 212 Evo

We can get everything else to start up but the motherboard's status indicator for the CPU glows red and the CPU cooler fan will not spin. We have checked to see if the power connectors are hooked up correctly and they are. Please help.

Well, that's not "CPU fan problem" not running fan can be only result of non booting system.
