cpu fan starts and stops

cpu fan starts and stop not booting computer but computer starts properly after trying 3 or 4 times.

i think u r PSU is less for u r cpu or has defect in it
the power will come afterr 3-4 attempts ur pc will start bt then afterwards when u will install anything or do heavy work it will stop ......!!!!
