CPU Fan stopped spinning

Hello everyone,

Recently my CPU ran across a problem where the fan would stop spinning. I've done multiple things like checking the bios, etc. The fan would barely spin for a couple secs then stop and repeat. My PC eventually overheated and shut off from it not cooling the CPU. I physically checked the fan and saw it was somewhat hard to spin and it felt like it was like glued to make it stop spinning. Could I put WD-40 on it and would that help it spin again lol?
Im thinking the fan is just dead and I have to buy a new one.
FYI my PC got too about 80C temperature because of it. Would the CPU get damaged from how hot it has gotten?
