CPU for Photo editing and programming aplications

I am planning to build a PC for my self I have around 300$ budget for CPU Ram mobo and GPU. Should I go intel,AMD FX or APU Set up

Options I have looked so far
i3 4170 with ATX mobo

Programs I will be using
lightroom

Most of the time 50 tabs are open on my chrome.

I do not plan to overclock and I would prefer not to monitor my temperature all the time

Have you ever developed for Android or used Android Studio? Something tells me you haven't because you'd know that the rig you're trying to build would never be able to run the emulator with 50 open Chrome tabs. If you're like me, then, you have a bunch of Android devices and can go native, otherwise you're 102%, +/- 2% screwed.

(N.B., if the reader has caught or can catch that last reference, good job!)
