I'm trying to build a pc to run about 10-20 VM's. They will be running Windows 7, with a game(Blade & Soul) running at lowest settings capped at 20fps. I have no clue on what type of CPU I should get, i7 or xeon? Any help would be appreciated.
Get as many physical cores and as much memory as you can afford that is the secret to good VM performance. Memory is usually more taxed that CPUs. 32GB to 64GB would be the range to shoot for. You do need 10 to 20 Windows licenses of some kind to be legal....

I'd want to keep the CPU around/under $600. I plan on getting 32gb at first, maybe getting an additional 32gb in the future.
I already have everything in order, just not sure of the cpu to get.
If you already have everything but the CPU on order, that would have been helpful info. Since the motherboard determines what choices of CPU are valid...

The motherboard I was going to pick after deciding on a cpu. Sorry about the confusion.
