Question cpu freq in bios is more then freq in windows

and my MB is gigabyte Ga h61ma
when i run BIOS , my cpu freq is

by all default settings of Motherboard.

but when I test it in win10 its

why my cpu is not working at high speed ?
how can i use max turbo speed of my cpu?

It responds to load in OS and program that's running at that time. Use some bench mark program to put a full load on all cores and see how far they go. Cinebench for instance https://www.maxon.net/en-us/products/cinebench-r20-overview/

I used that and my cores speed stuck on base freq .
its looking like my CPU working only on base freq
but on BIOS its working with turbo freq

"Turbo" should be enabled by default in BIOS, why don't you reset CMOS and try again as it's obviously not working.

I dont know how to reset CMOS , But twice time I removed that Battry of motherboard and I reset Bios settings with that.
Turbo Had been enabled by default.

Im just too tired of this OLD friend .
