So I have been running 4,5 GHz on my Athlon II X4 760K but recently it has been falling for like 3 sec to 1,8GHz and 0,9 voltage every 10 sec. My mobo is MSI FM2-A55M-E33.
What happens if you bring it down to std clocks? It could be your VRM's on the motherboard forcing thermal throttling which is a known issue with many MSI boards.

This only happens on 4,1GHz or above. I am running now with stock clocks and turbo enable which boosts to 4 ghz and this doesn't happen
Pretty sure it is your boards VRM's since they are not heatsinked, here recommended to add cooling for the VRM's to overclock http://www.overclock.net/t/946407/amd-motherboards-vrm-info-database
Well can you tell me what do I need to attach heatsinks to then?
