cpu frequency jumps

hello everyone

specs:

i5-750
scythe mugen 2 cooler
gigabyte p55-us3l
trancend memory 2x2

so, I overclocked my cpu to 3.3GHz on 1.235v and quited the bios (save, f10 etc')
and then my pc loaded quickly, cpuz showed 3.3GHz indeed.
the problem is after I turn off the computer, and turn it back on the next day or whenever, i notice a huge decrease in overall-resopnsivness. when i opend CPUz once again, I saw these specs:
cpu Vcore: 0.88v
cpu frequency: 1.2Ghz (the frequency jumps each second between 1.2 and 2.66Ghz)
what might cause this problem? I didn't notice any freezes or so/

Solution
If the bios settings are still overclocked, then you have the power management enabled, so seeing the cpu speed/voltage rise and fall is normal, as the system will only use the performance it needs.

OPen up CPU-Z and then run Prime95 and you should see it CPU-Z jump from low speed to full throttle.
Because of windows power scheme.
Due to the mobo and the cpu used.

Windows power scheme will clock down or try to lower the core speed of the cpu, and in tern lower the core voltage as part of its power saving.

You should set your power scheme in windows 7 or 8 to high.
That way it should stop the cpu from clocking down when it does not have much to do like sat at the desktop.

Also check in the bios that you do not have cpu power management options, as they will down clock any overclock when the system is Idle or cpu speed is not required.
